I see it as a major shift in how packaging needs to be specified, reviewed, documented, and improved before it reaches the European market. From 12 August 2026, PPWR becomes much more relevant to real packaging decisions, but the most important point is not to panic or assume every box must be redesigned immediately. The real priority is to understand what your current packaging is made from, how it is structured, which supplier information is missing, and which future PPWR milestones may affect your next packaging order.
EU PPWR affects paper packaging buyers by requiring clearer material records, recyclability review, packaging minimisation, supplier documentation, future labelling readiness, and empty-space control for paper boxes, bags, mailers, and mixed-material packaging placed on the EU market from August 2026 onward.
Paper packaging can look simple on the outside, but in real production it is often more complex than the word “paper” suggests. A folding carton may include lamination, coating, adhesive, foil stamping, or a plastic window. A rigid gift box may include greyboard, wrapping paper, magnets, metal plates, EVA inserts, ribbon, or fabric lining. A paper bag may include handles, reinforcement patches, bottom cards, coatings, lamination, and adhesives. An e-commerce mailer may include corrugated board, shipping labels, tape, inserts, and paper void fill. This is why I would not treat PPWR as a general sustainability topic only. I would treat it as a packaging specification and sourcing topic.
In this guide, I want to make PPWR easier to understand from a practical packaging-development perspective. My goal is to help packaging teams move from a vague question like “Is our packaging PPWR compliant?” to more useful questions such as “What is each component made from?”, “Is this package unnecessarily oversized?”, “Which supplier data do we need?”, and “Which SKU should we review before the next order?”
I also think it is important to be realistic. PPWR does not mean every paper box, bag, mailer, or gift package should become the thinnest and simplest possible structure. Product protection, retail presentation, shipping performance, user safety, artwork requirements, brand experience, and fulfilment efficiency still matter. A fragile perfume bottle may need a fitted insert. A premium gift set may need stronger structure. An e-commerce order may need cushioning. A paper bag may need reinforcement to carry the product safely. The better question is whether each material, layer, component, and space has a clear function that can be explained and documented.
This article is written for real packaging work, not for abstract theory. I will explain what changes from August 2026, what comes later in 2028, 2030, and 2035, and what paper packaging buyers should review before the next order. I will also show why FSC certification is not the same as PPWR compliance, why supplier information matters but does not automatically transfer legal responsibility, and why mixed-material paper packaging deserves special attention. Before this point, many buyers were still asking what PPWR might mean in the future. After this point, the better question is what packaging information, supplier records, and design decisions need to be managed from now on. The European Commission states that PPWR entered into force on 11 February 2025 and generally applies from 12 August 2026, covering the packaging life cycle from product design to waste handling.
For me, the biggest change is not that every paper package must suddenly be redesigned on the same day. The bigger change is that packaging can no longer be reviewed only as a visual design, a printing order, or a cost quotation. A paper package now needs to be understood as a complete packaging system. That means I would look beyond the outer paperboard and check the full structure, including the board grade, paper weight, box dimensions, insert material, coating, lamination, window, handle, magnet, adhesive, label, and any other component that may affect recyclability, documentation, labelling, or future redesign decisions.
This is especially important for buyers who source from outside the EU. A packaging supplier may produce the physical box, but the company placing the packaging on the EU market may still need to understand its own role and responsibilities under PPWR. That is why I would not wait until the final artwork stage or mass production stage to think about PPWR. I would bring it into the packaging development process earlier, when the structure, materials, dimensions, finishes, and supplier data can still be adjusted without creating delays or expensive rework.
Not Every Requirement Starts in August 2026
The most important point I would want buyers to understand is that the general application date is not the same as every future PPWR deadline. August 2026 means PPWR generally starts to apply, but it does not mean every detailed design rule, labelling requirement, empty-space limit, or future recyclability grading system becomes fully active on that exact date. This distinction matters because many packaging buyers may hear “PPWR applies from August 2026” and immediately assume that all packaging must already meet every future requirement. That reading can create unnecessary panic and poor packaging decisions.
A more accurate way to understand the timeline is this: August 2026 is the point when PPWR becomes an active packaging management issue, while several specific requirements continue to follow their own implementation dates. For example, the regulation and related EU guidance show that some labelling provisions and other detailed implementation steps follow later timelines rather than all starting at the general application date. This is why I would be careful with any simple statement such as “all PPWR requirements start in 2026.” It is more helpful to separate what needs attention now from what buyers should prepare for in 2028, 2030, 2035, and later stages.
This distinction is very practical for paper packaging. A buyer may be working on a folding carton with matte lamination, a rigid gift box with magnets, a paper bag with rope handles, a corrugated mailer with paper void fill, or a cosmetic box with a PET window and molded insert. These structures do not all raise the same questions. Some questions are about the current availability of material information and supplier documentation. Other questions are about future labelling, packaging minimisation, recyclability assessment, or e-commerce empty-space rules. Treating all of these topics as one single August 2026 deadline would make the article less accurate and less useful for real buyers.
I would also avoid telling buyers that “paper packaging is automatically safe” simply because the main material is paper. PPWR covers packaging across its life cycle, and a paper-based package can still include non-paper components that need to be identified and documented. In real production, a custom paper box may include film lamination, UV coating, hot foil, plastic windows, ribbon pulls, magnets, foam inserts, glue layers, or plastic trays. The buyer does not need to become a lawyer, but they do need a clearer view of what the packaging is actually made from.
What Buyers Should Do Now
From a procurement point of view, I would use August 2026 as the moment to clean up packaging data before the next order, not as the moment to make rushed redesign decisions without enough information. The first thing I would review is the existing packaging specification. A serious specification should not stop at the product name and box style. It should include the packaging type, outer dimensions, inner dimensions where relevant, material grade, paper weight or board thickness, printing method, finishing method, insert structure, packaging unit weight, and every separate component used in the package.
The second thing I would check is whether the material and component information is actually available from the supplier. This is where many packaging projects become weak. A buyer may have a beautiful approved sample, but no clear record of the board grade, coating type, lamination film, insert material, window material, handle composition, or packaging weight. That may not seem like a problem when the goal is only to reorder the same box, but it becomes a problem when the company needs to review the packaging under PPWR or prepare technical documentation. PPWR specifically requires suppliers of packaging or packaging materials to provide manufacturers with the information and documentation necessary to demonstrate conformity, including relevant technical documentation where applicable.
The third thing I would confirm is the economic-operator role. This is a point many buyers easily misunderstand. The factory that physically produces a paper box in China is not always the same party that PPWR treats as the manufacturer, importer, distributor, or other responsible operator. The EU brand, importer, distributor, or company placing the packaged product on the EU market may have its own obligations. That is why I would not rely on a simple supplier claim such as “PPWR compliant” without understanding who is responsible for the assessment, what documents are needed, and what information the packaging supplier can reasonably provide.
The fourth thing I would review is future redesign risk. I would pay special attention to packaging that is oversized, complex, decorative, or made from mixed materials. Premium rigid boxes with magnets and EVA inserts, paperboard boxes with large PET windows, laminated folding cartons, paper bags with non-paper handles, and e-commerce mailers with too much empty space should be reviewed earlier than simple paper-only structures. These packages are not automatically unsuitable, but they deserve closer attention because they may require better material records, clearer supplier data, or future structure adjustments.
For me, the correct buyer mindset is not fear, but preparation. August 2026 should not be treated as the date when every future PPWR design rule suddenly becomes identical. It should be treated as the point when paper packaging buyers begin managing PPWR as an active part of sourcing, specification control, supplier communication, and packaging development. The buyers who prepare early will be in a better position to make calm decisions about materials, structure, documentation, artwork updates, and future packaging changes before those changes become urgent.
Does PPWR Apply to Your Paper Packaging

Folding Cartons and Paperboard Boxes
When a buyer asks me whether PPWR applies to a folding carton or paperboard box, I would not start by asking whether the box is “paper.” I would first ask what role the box plays in the product’s journey to the EU market. If the carton is used to contain, protect, present, handle, deliver, or sell a product, it should be treated as packaging that needs to be reviewed under the PPWR framework. That includes cosmetic cartons, skincare boxes, perfume sleeves, supplement boxes, retail paperboard boxes, food cartons, small electronics cartons, candle cartons, jewelry paperboard boxes, and many other folding carton structures used as sales packaging. PPWR also explains the relationship between sales packaging, grouped packaging, and transport packaging, which is useful because not every packaging layer has the same function or future requirement.
In my view, the most common mistake is to describe a folding carton too simply. A buyer may write “350 GSM paper box” in a quotation request, but that does not fully describe the real packaging. A printed folding carton may include paperboard grade, coating, ink coverage, varnish, matte or gloss lamination, hot foil stamping, embossing, glue, plastic window film, internal paper tray, external label, and sometimes extra protective sleeves. From a sourcing perspective, these details may seem like production choices. From a PPWR preparation perspective, they become material and component information that buyers may need to record, request, compare, and update over time.
This matters even more for beauty, retail, fragrance, wellness, and premium consumer products because these categories often use finishing to create shelf impact. A cosmetic carton with soft-touch lamination, a perfume paperboard sleeve with metallic foil, or a retail carton with a transparent window may still look like a paper box to the customer, but the buyer should understand the complete packaging structure behind the appearance. I would not tell buyers that these finishes are automatically unsuitable. I would tell them to stop treating the carton as one simple paper item and start documenting the board, surface treatment, window, adhesive, insert, and any other component that affects the final package.
For this reason, folding cartons and paperboard boxes belong very naturally in a PPWR article for paper packaging buyers. They are often the first packaging layer the customer sees, but they are also one of the easiest layers to oversimplify in supplier communication. If the goal is to prepare for PPWR more seriously, the carton specification should be clear enough that a buyer, product manager, sustainability team, importer, or packaging supplier can understand what the package is made from and what may need further review.
Rigid Boxes
Rigid boxes deserve even closer attention because they are usually more complex than they look. A luxury rigid box may be described as a paper gift box, but the real structure often includes greyboard, wrapping paper, printed art paper, glue, magnets, metal plates, ribbon pulls, foam inserts, EVA trays, fabric lining, paperboard dividers, plastic fitments, or decorative accessories. To the final customer, the box may simply feel premium. To a packaging buyer preparing for PPWR, it should be reviewed as a multi-component packaging system.
I would be especially careful with rigid boxes used for jewelry, cosmetics, skincare sets, candles, perfumes, electronics, gifts, and luxury retail products. These boxes are often designed to create a stronger unboxing experience, which may involve thicker board, a deeper base, a magnetic flap, a lift-off lid, an internal tray, a ribbon pull, or a fitted insert. None of these features should be judged only from the outside. The better question is whether the buyer knows the material of each feature, whether each component is removable or bonded, and whether the packaging record is detailed enough to support future review.
A simple product name such as “magnetic rigid box” is not enough. I would want to know the greyboard thickness, wrapping paper type, print process, surface finish, glue system, magnet position, metal plate position, ribbon material, insert material, and total packaging weight. This does not mean the buyer has to redesign the box immediately. It means the buyer should stop managing premium packaging only by sample photos and start managing it by structure, material composition, and documented specification.
This is also where packaging minimisation and recyclability preparation become practical rather than abstract. A rigid box may be valuable because it protects a high-value product and strengthens the brand experience, but it may also include decorative volume, mixed materials, or components that deserve review before future orders. I would not advise buyers to panic or abandon premium packaging. I would advise them to understand exactly what creates the premium effect, which materials are essential, which components are decorative, and which parts may need future alternatives if EU packaging expectations continue to tighten.
Corrugated Boxes and Mailer Boxes
Corrugated boxes and mailer boxes need a slightly different discussion because they can play more than one packaging role. A printed corrugated mailer used as the outer box for an online order may be e-commerce packaging. A corrugated box that groups several sales units may be grouped packaging. A master carton used for warehousing, export shipment, palletising, or wholesale distribution may be transport packaging. PPWR defines e-commerce packaging as transport packaging used to deliver products sold online or through other distance sales channels to the end user, so buyers should not treat e-commerce boxes as a minor packaging detail.
This distinction matters because corrugated packaging is not only about material choice. It is also about logistics function. A corrugated mailer must protect the product, survive handling, hold the right shape, fit the product properly, and avoid unnecessary internal space. A transport carton may need stacking strength, board performance, pallet efficiency, and resistance during international shipping. A retail corrugated box may need printing quality and product presentation. These are different packaging decisions, and PPWR makes it more important for buyers to understand which role each corrugated layer plays.
When I review a corrugated box for PPWR preparation, I would look beyond the phrase “recyclable corrugated cardboard.” I would check the board structure, flute type, liner material, printing coverage, coating, tape, label, inner divider, paper filler, molded pulp protection, plastic cushioning, and box dimensions. A mailer that looks eco-friendly from the outside can still be oversized. A shipping carton made from paper-based material can still rely on too much void fill. A master carton can still be poorly matched to the product quantity or pallet format. These issues are not only compliance questions; they also affect shipping cost, warehouse efficiency, product damage, and customer experience.
This is why corrugated and e-commerce packaging are especially relevant for Amazon, Shopify, TikTok Shop, DTC brands, importers, and distributors. Many of these buyers care about speed, protection, and cost, so they may have chosen standard carton sizes or oversized mailers for convenience. PPWR does not mean every shipping box must be custom-fitted with no protection space. But it does make right-sizing, material records, and packaging function more important. I would encourage buyers to review corrugated packaging by product size, order combination, protective need, void-fill use, shipping method, and future empty-space requirements rather than only by price per carton.
Paper Bags
Paper bags also belong in this discussion because a paper bag is not always a simple single-material item. A retail paper bag, luxury shopping bag, gift bag, bakery bag, takeaway bag, boutique bag, or promotional paper bag may include handles, reinforcement patches, bottom boards, coatings, lamination, eyelets, ribbons, glue, labels, or decorative finishes. If a buyer records the item only as “kraft paper bag” or “printed paper bag,” important component information may be missing before the packaging is reviewed more seriously.
I would first look at the function of the bag. A lightweight kraft bag used for takeaway food is different from a laminated boutique shopping bag used for fashion retail. A rope-handle gift bag is different from a flat paper merchandise bag. A luxury paper bag for jewelry or cosmetics may require heavier paper, reinforced top folds, bottom cards, ribbon handles, special coatings, or foil-stamped logos. These details affect strength, presentation, material use, and component records. They also affect whether the bag can be described clearly when a buyer needs to provide packaging information internally.
For PPWR preparation, I would want the supplier to identify the paper grade, GSM, coating or lamination, handle material, handle attachment method, reinforcement material, bottom board, adhesive use, and any non-paper accessories. A cotton rope handle, polyester ribbon, PP rope, metal eyelet, plastic film lamination, or reinforced base may be a small part of the bag, but it still forms part of the packaging system. The purpose is not to say that these elements are always wrong. The purpose is to make sure they are visible, recorded, and considered instead of being hidden behind a general paper-bag description.
Paper bags are also a good example of why “paper-based” does not always mean “fully understood.” A buyer may choose a paper bag because it feels more sustainable than a plastic bag, but PPWR preparation requires a more complete view than that. I would want buyers to think about whether the bag size is proportionate to the product, whether the handle strength is necessary for the expected load, whether the finish is needed for the brand position, and whether the component information can be provided clearly by the supplier. That is the kind of thinking that turns a paper bag from a simple purchasing item into a controlled packaging specification.
Inserts and Packaging Components
Inserts are one of the easiest areas for buyers to overlook, but they can completely change how a paper-based package should be understood. Many brands focus on the outer box because it carries the logo, color, structure, and shelf impression. But inside the box, there may be a paperboard insert, molded pulp tray, corrugated divider, EVA insert, foam insert, PET tray, plastic blister, fabric lining, elastic band, or adhesive-fixed component. From a PPWR preparation perspective, the insert is not an afterthought. It is part of the packaging system.
I would review inserts by asking two practical questions. First, what is the insert made from? Second, how is the insert connected to the rest of the packaging? A removable paperboard insert is different from a foam insert glued permanently into a rigid box. A molded pulp tray is different from a PET tray. A corrugated divider used for shipping protection is different from an EVA insert used for luxury display. Each choice may serve a real purpose, such as preventing product movement, improving presentation, reducing breakage, or supporting fragile items, but each choice also needs to be identified correctly in the packaging specification.
This is especially important for cosmetics, perfume, candles, jewelry, electronics, glass products, and gift sets. These products often need both protection and presentation. A buyer may request a paper box, but the final packaging solution may rely heavily on the insert to hold the product in place. If that insert is made from EVA, foam, PET, or a mixed-material structure, the packaging cannot be treated as a simple paper-only item. The buyer needs to know the insert material, weight, removability, bonding method, and whether a paper-based alternative could work without compromising product safety or perceived value.
For me, this is the core mindset shift in this section. The question should not be only, “Does PPWR apply to my paper box or paper bag?” A more useful question is, “What is the complete packaging structure that I am placing on the EU market?” Once buyers think this way, they can move from a vague assumption such as “my box is paper, so PPWR probably does not affect me” to a more professional and useful approach: “my packaging is paper-based, but I need to review the full structure, each material, every component, and the supplier information behind it.” That is how PPWR becomes a practical packaging-management topic rather than a distant regulatory phrase.
Who Is Responsible Under PPWR
Brand or Packaging Owner
When I look at PPWR from the point of view of a paper packaging buyer, I would not begin with the question, “Which factory printed this box?” I would begin with a more important question: “Who is legally responsible for this packaging when it is placed on the EU market?” This difference matters because international packaging sourcing often involves several parties. A brand may design the packaging, a Chinese factory may produce the paper box, a product factory may fill the product, an importer may bring the packaged goods into the EU, and a distributor may sell them to retailers or end users. In that chain, the company that physically manufactures the box is not always the same company that carries the main PPWR responsibility.
For a brand or packaging owner, I would treat role identification as the first step before requesting documents or changing materials. If the brand controls the packaging concept, approves the dieline, decides the materials, places the product under its own name, or manages the packaging specification for EU sales, it should not assume that responsibility automatically moves to the overseas packaging supplier. PPWR defines several economic operators and gives different obligations to manufacturers, suppliers, importers, distributors and other parties depending on how packaging is designed, supplied, imported and made available on the market. Regulation (EU) 2025/40 also states that where an importer or distributor places packaging on the market under its own name or trademark, or modifies packaging in a way that could affect compliance, that importer or distributor can be considered a manufacturer for the purposes of the regulation.
This is especially important for private-label products, multi-SKU retail brands, e-commerce sellers, and importers buying packaged products from outside the EU. A buyer may think the responsibility sits with the box factory because the factory produced the packaging, but the legal responsibility may depend on who controls the packaging design, who places the packaging on the EU market, and who sells the product under a specific brand. That is why I would advise buyers to map the packaging flow before starting a PPWR review. The buyer should know who owns the artwork, who approves the structure, who selects the material, who fills the product, who imports the packaged goods, and who first makes that packaging available in the EU.
For paper packaging, this role question becomes very practical. A cosmetic brand ordering folding cartons from China, a distributor importing gift boxes into the EU, and an e-commerce company shipping products directly to EU consumers may all have different responsibility positions. The packaging may look similar, but the legal role behind the packaging may not be the same. In my view, a buyer should not treat PPWR as a supplier checkbox. The first real task is to understand whether the buyer, brand owner, importer, distributor, or another party is the economic operator responsible for the packaging decision.
Manufacturer
The manufacturer is one of the most important roles under PPWR because this role is connected to conformity assessment, technical documentation, and the EU declaration of conformity. However, I would be very careful with this word because “manufacturer” can mean different things in daily business and in regulation. In normal sourcing language, buyers often call the Chinese packaging factory the manufacturer because it physically produces the folding carton, rigid box, paper bag, or corrugated mailer. Under PPWR, the manufacturer role can be more closely connected to the economic operator placing packaging on the market under its own name or trademark, or controlling the packaging design in a way that affects compliance.
The main question for the manufacturer is simple but serious: has conformity been assessed and documented? PPWR requires manufacturers to ensure that packaging placed on the market has been designed and manufactured in accordance with applicable requirements, and where conformity is demonstrated through the relevant conformity assessment procedure, manufacturers must draw up an EU declaration of conformity. This is why I would not reduce PPWR responsibility to a marketing phrase such as “eco-friendly packaging.” The responsible manufacturer needs evidence, structure, material records, and documentation that can support its assessment.
For paper packaging buyers, this is where the packaging specification becomes more than a production file. A manufacturer cannot properly assess or document a package if the details are unclear. It needs to know the board material, paper weight, greyboard thickness, coating, lamination, window film, insert material, adhesive, handle, magnet, label, dimensions, weight, and packaging function. A beautiful approved sample may help the brand confirm the look and feel, but it does not automatically create a technical record. If the legal manufacturer is responsible for demonstrating conformity, then the packaging information behind the sample becomes essential.
I would also remind buyers that manufacturer responsibility is not fixed forever if the packaging changes. If a brand switches from a paperboard insert to EVA, adds a PET window, changes a paper bag handle from paper twist to PP rope, increases box depth for a premium unboxing effect, or adds lamination to improve touch, the packaging specification has changed. That means the supporting information may also need to be updated. In real packaging management, PPWR responsibility is closely connected to version control. Every material change, structure change, or component change should be recorded clearly enough that the responsible manufacturer can understand what has changed and why.
Packaging Supplier
The packaging supplier plays a practical and important role, even when it is not the legal manufacturer under PPWR. For buyers sourcing custom paper packaging, the supplier is often the only party that knows the real production details behind the packaging. The buyer may see a finished sample, but the supplier knows the paper grade, board thickness, wrapping paper, film type, coating method, window material, glue application, insert material, handle construction, magnetic closure position, and production tolerance. Without supplier information, the buyer may not have enough data to support internal review, technical documentation, or future packaging decisions.
The main question for the packaging supplier is whether required material and technical information can be provided. PPWR Article 16 is very relevant here because it requires suppliers of packaging or packaging materials to provide the manufacturer with the information and documentation necessary for the manufacturer to demonstrate conformity of the packaging and packaging materials, including technical documentation referred to in Annex VII where required under Articles 5 to 11. In simple terms, the supplier may not carry the buyer’s full legal responsibility, but it should be able to support the responsible party with accurate packaging data.
This is why I would be cautious with vague supplier claims. A supplier saying “this box is PPWR compliant” may sound reassuring, but it is not always the most useful answer. A more valuable answer is a clear specification showing what the package is made from, what each component does, whether there are non-paper materials, what the packaging weight and dimensions are, and what supporting information can be provided. The buyer can then use that information for its own role-based review. In my view, professional packaging support is not about making broad legal promises. It is about making the packaging structure transparent.

A folding carton with a PET window is different from a plain paperboard carton. A rigid jewelry box with magnets and EVA insert is different from a rigid box with a paperboard divider. A paper bag with rope handles and reinforced bottom is different from a simple kraft merchandise bag. If the supplier only quotes price and lead time, the buyer may later lack the information needed for PPWR review. If the supplier provides material and component clarity from the beginning, the buyer can make better decisions before mass production.
Importer
Importers should take PPWR seriously because importing packaging or packaged goods into the EU can create direct verification responsibilities. The importer’s main question is whether applicable documentation and packaging requirements have been checked before the packaging is placed on the EU market. This is especially relevant when a company buys from China or another non-EU supplier and then introduces the packaged goods into the EU supply chain. In that situation, the importer is often the EU-facing party that needs to understand whether the relevant requirements have been addressed.
I would not advise importers to rely only on supplier statements such as “our packaging is recyclable” or “we use sustainable paper.” Those statements may be useful at the beginning of a conversation, but they do not replace a proper understanding of packaging structure, documentation, and legal role. PPWR importer obligations include checking that the manufacturer has carried out the relevant conformity assessment procedure, drawn up technical documentation, drawn up the EU declaration of conformity, and complied with certain identification requirements; where an importer has reason to believe packaging is not in conformity with applicable requirements, it must not place that packaging on the market until it has been brought into conformity.

In practical terms, if a distributor has reason to believe the packaging does not meet applicable requirements, it should not simply continue selling without further review.
PPWR states that where a distributor has reason to believe packaging is not in conformity with the requirements laid down in or pursuant to Articles 5 to 12, or that the manufacturer or importer has not complied with certain obligations, the distributor must not make the packaging available on the market until it has been brought into conformity or until the relevant operator complies. This means distributors need enough visibility to avoid blindly passing packaging through the supply chain when obvious questions exist.
For wholesale and distribution businesses, this can become very practical. A distributor may sell hundreds of SKUs from different suppliers, each with different paper boxes, inserts, labels, sleeves, bags, or transport cartons. The brand or packaging owner needs to understand whether it controls the packaging and whether it may be the legal manufacturer. The manufacturer needs to assess and document conformity. For paper packaging buyers, I would translate minimisation into a simple working principle: every material, layer, space, insert, and reinforcement should have a reason. A reason can be product protection, stacking strength, hygiene, user safety, retail display, shipping durability, information space, or controlled brand presentation. But the reason should be more specific than “it looks bigger” or “this is how we always made it.” That change in thinking is where packaging minimisation becomes useful rather than restrictive.
Product Protection Still Matters

Good minimisation keeps the functional parts strong and challenges only the wasteful parts. That is the balance I would want paper packaging buyers to understand before making any change.
Premium Packaging Needs More Careful Review
Premium packaging needs more careful review because it often uses structure, weight, and space to create perceived value. I understand why brands do this. A rigid gift box, deep-set insert, oversized presentation box, double-wall structure, magnetic closure, ribbon pull, or layered unboxing experience can make a product feel more valuable. Oversized presentation boxes need the same discipline. A larger box may be useful when it holds several products, protects fragile items, includes accessories, or supports gifting. But if the box is mainly larger to make a small product feel more expensive, the buyer should review whether the design can be improved. In real packaging development, there are often better ways to create premium value than simply increasing size. The fourth layer is future performance grading. But premium design needs to become more intentional. If a buyer chooses a plastic window, there should be a reason. If a designer adds a magnetic closure, there should be a reason. If a product manager selects EVA instead of paperboard or moulded pulp, there should be a reason. Those reasons may be valid, but they should be visible and documented.
This is especially important for packaging designers and agencies. A design can look clean and beautiful in a rendering, but the production version may involve adhesives, films, coatings, inserts, and hidden components that change the material profile. I would encourage designers to discuss materials with the packaging supplier before the concept is final. That way, the design can balance visual impact, manufacturing feasibility, material clarity, and future review. The worst situation is when a brand approves a beautiful concept and later discovers that nobody has a clear record of the materials used to make it.

This does not mean every tiny detail needs a complicated report at the first conversation, but the buyer should know which components exist and where they are used.
The third question is whether the component is permanently bonded or removable. This is a practical production question that many buyers forget to ask. A removable paperboard insert is different from an EVA insert glued into a rigid box. A detachable sleeve is different from a laminated film bonded to the paper surface. A ribbon pull that can be separated is different from a closure component embedded in the box structure. A plastic tray that sits inside the box is different from a tray glued permanently to the base. The connection method can change how the package should be reviewed.
The fourth question is what percentage or practical share of the packaging the component represents. Buyers may not always have a precise percentage during early development, but they should know whether the component is minor, structural, protective, decorative, or dominant. A small foil logo is different from full-surface lamination. A small window is different from a large window that becomes central to the package. A thin label is different from a heavy plastic tray. This helps buyers decide which components deserve deeper review first.
The fifth question is what supporting recycling or material information is available. The packaging supplier should be able to provide clear production information where relevant, such as material descriptions, component specifications, coating or lamination details, insert material, window material, unit weight, and technical support documents if available. This supplier data supports the responsible economic operator’s own assessment, but it should not be presented as a broad legal guarantee.
The final question is whether the design should be reviewed against future design-for-recycling criteria. I would apply this especially to high-volume EU SKUs, premium rigid boxes, laminated cartons, window boxes, mixed-material paper bags, and e-commerce packaging with multiple components. These packages may not need an immediate redesign, but they should not be ignored until the last moment. The earlier a buyer understands the structure, the easier it becomes to compare alternatives and avoid rushed decisions.
How Buyers Can Turn Recyclability Review into Better Packaging Decisions
A practical recyclability review should help buyers make better packaging decisions before the next order. It should not create fear, and it should not lead to rushed changes based on incomplete information. A good packaging supplier should be able to describe the package clearly. The buyer can then use that information with internal sustainability teams, compliance advisors, or EU market partners. This creates a more reliable conversation than relying on broad claims such as “eco-friendly,” “sustainable,” or “fully recyclable.”
For me, recyclability and design for recycling should make paper packaging buyers more precise, not more anxious. The goal is not to turn every package into the simplest possible paper carton. The goal is to make every material choice visible, every component intentional, and every future review easier. When buyers understand the complete packaging structure, they can protect product performance, maintain brand value, and prepare more calmly for PPWR milestones without making rushed or misleading packaging decisions.
How PPWR Affects Paper Packaging with Mixed Materials

Why Mixed Materials Deserve Special Attention
When I look at PPWR from the real sourcing side of paper packaging, mixed materials are where the regulation becomes much more practical. Many articles explain PPWR through broad terms such as recyclability, packaging waste, labelling, and minimisation. Those concepts matter, but a packaging buyer does not approve a regulation in daily work. A buyer approves a real box, bag, insert, sleeve, handle, window, coating, closure system, or shipping carton.
A paper package often looks simple from the outside, but the production structure can be much more complex. A folding carton may include paperboard, printing ink, lamination film, coating, adhesive, foil stamping, and a plastic window. A rigid box may include greyboard, wrapping paper, glue, magnets, metal plates, ribbon, EVA insert, and fabric lining. A paper bag may include paper, rope handles, reinforcement patches, bottom card, glue, lamination, and metal eyelets. A corrugated mailer may include paper-based board, tape, label, filler, and sometimes plastic cushioning. If I only call all of these “paper packaging,” I lose the details that matter most for future review.
This does not mean every mixed-material package is automatically unsuitable. That would be too simple and not helpful for real packaging development. Some mixed materials have a clear purpose. A PET window can help customers see the product before buying. A magnet can improve the opening and closing experience of a premium rigid box. An EVA insert can hold a fragile item in place. A rope handle can make a paper bag stronger and easier to carry. The real issue is not whether these components exist, but whether the buyer knows what they are, why they are used, how they are attached, and whether the supplier can provide clear information about them.
For me, PPWR should push paper packaging buyers to stop hiding mixed materials behind broad packaging names. A “paper box” may actually be a paperboard carton with plastic film, window material, adhesive and metallic finishing. A “rigid gift box” may actually be a multi-component structure with paper, board, metal, magnet and plastic insert. A “paper bag” may include several non-paper accessories. Once the buyer sees the complete structure, the discussion becomes much more useful. The question changes from “Is this paper packaging?” to “What exactly is this packaging system made from, and which components need closer review before the next order?”
Laminated Folding Cartons
Laminated folding cartons are common in beauty, skincare, supplements, fragrance, electronics, toys, candles, and premium retail packaging because lamination can improve surface protection, colour depth, scratch resistance, and touch. A matte laminated carton can feel more refined, while a gloss laminated carton can make colours appear stronger and cleaner on the shelf. From a brand perspective, lamination is often treated as a finishing choice. From a PPWR preparation perspective, I would also treat it as a material and documentation question.
A laminated folding carton should not be recorded only as “350 GSM paperboard.” That description may be enough for a rough quotation, but it does not describe the final package. The real structure may include the base paperboard, printed ink, plastic film, adhesive layer, coating, varnish, foil stamping, spot UV, and sometimes a window or internal insert. If the buyer does not record these details, the packaging appears simpler than it actually is. That can create problems later when an internal sustainability team, importer, retailer, or compliance partner asks what the package is made from.
I would ask the supplier to explain the material structure behind the laminated carton. The buyer should know the board grade, paper weight, lamination type, whether the film covers the full surface or only selected areas, whether additional coating or varnish is used, and whether any other finishing layer is added. If the package uses soft-touch lamination, anti-scratch film, gloss film, matte film, or another surface treatment, that information should be visible in the packaging record. A sample shows how the box looks and feels, but it does not replace a clear specification.
The buyer should also ask why lamination is needed. If the package needs better scuff resistance during retail handling, stronger moisture protection, premium tactile quality, or more stable colour presentation, the choice may have a clear function. If lamination is added only because the previous version used it or because “premium boxes usually have lamination,” I would review whether another surface finish can achieve the same purpose with a simpler structure. The decision does not need to be emotional. It should be based on function, brand positioning, product channel, material clarity, and future review needs.
This is where a paper packaging supplier can add real value. A supplier should not only say that a laminated box can be produced. It should help the buyer understand what the lamination adds, what material information can be provided, whether alternative finishes are possible, and how the choice affects cost, production, appearance, and documentation. For PPWR-aware sourcing, the best question is not “Can you laminate this box?” The better question is “What does this lamination add to the package, and can we clearly document it?”
Paper Boxes with Plastic Windows
Paper boxes with plastic windows are another common mixed-material structure. They are used in bakery packaging, cosmetics, toys, candles, accessories, gift products, stationery, and retail cartons because they let customers see the product without opening the package. I understand why brands use windows. A visible product can build trust, show colour or texture, and reduce uncertainty at the point of purchase. But a paper box with a plastic window should never be recorded as a simple paper carton.
I would avoid a broad statement such as “PET windows are banned.” That kind of wording may sound decisive, but it is not the right way to guide buyers. The more useful question is how the window is used. What material is the window made from? How large is it compared with the carton? Is it attached with adhesive? Is it part of the main packaging unit? Can it be removed? Does the product really need a physical window, or could the same retail purpose be achieved through artwork, photography, cut-out design, or a different display method? These are practical packaging questions, not slogans.
Window size matters because a small window and a large window do not create the same packaging profile. A small window used to show product colour may have a different impact from a large window that dominates the front panel. The adhesive method also matters because the window is not only a separate sheet of plastic; it is part of how the paperboard carton is constructed. If the supplier cannot explain the window material, window thickness where relevant, attachment method, and window area, the buyer does not have a complete packaging specification.
I would also review whether the window is truly necessary for the product. For some products, especially food, toys, candles, cosmetics, and accessories, visibility can be important for conversion. For other products, strong product photography, clear artwork, or a printed product image may be enough. If the window has a clear retail function, the buyer can document that function. If it is only used by habit, it may be worth comparing a window-free structure. A good decision does not start with fear of plastic. It starts with a clear understanding of the product, shelf environment, customer decision, and material structure.
For buyers sourcing from China, the window should be discussed before sampling and mass production. The supplier should confirm the window material, size, placement, adhesive method, and whether the window design affects die-cutting, folding, gluing, packing, or shipping. If the window is added late after the dieline is already approved, it may create more production complexity. If it is considered early, the buyer can compare options and make a more controlled decision.
Rigid Boxes with Magnets
Rigid boxes with magnetic closures are a strong example of why mixed materials need to be managed carefully. To the customer, a magnetic rigid box may feel like a luxury paper box. In production, however, it is rarely just paper. It may include greyboard, wrapping paper, printed art paper, glue, embedded magnets, metal plates, ribbon pull, internal tray, foam pad, EVA insert, fabric lining, and sometimes a sleeve or label. If the buyer records it only as a “paper gift box,” the most important components disappear from the specification.
Magnets deserve special attention because they are usually hidden inside the box structure. Once the box is wrapped, the customer cannot see them, but they still exist inside the packaging unit. The metal plate used with the magnet is also part of the closure system. The adhesive used to place and hold these components is part of the production structure. From a buyer’s point of view, these hidden components should be recorded because they can affect material review, component identification, and future design decisions.
I would not tell buyers that magnetic rigid boxes should automatically be avoided. For premium packaging, a magnetic closure can have a clear purpose. It can create a better opening feel, protect the product, support repeated opening and closing, and make the package feel more stable. For jewelry, cosmetics, electronics, gifts, and luxury sets, that experience may be important. But the buyer should know why the magnet is used and whether the same result could be achieved with another structure, such as a sleeve, lift-off lid, shoulder box, tuck closure, ribbon tie, or paper-based locking design.
The supplier should provide more than a beautiful sample. I would ask for the greyboard thickness, wrapping paper type, magnet position, metal plate position, adhesive use, insert material, and total packaging weight. If the magnetic box includes an EVA insert or foam lining, those components should also be documented. If the product is heavy or fragile, the supplier should explain how the structure supports protection and presentation. If the magnet is mainly decorative, the buyer may want to consider whether it is necessary.
This kind of detail is very useful for premium packaging development. A magnetic rigid box can still be a strong choice, but it should be a conscious choice. The buyer should not discover after production that the package contains materials nobody recorded. In my view, premium packaging should feel refined to the customer and remain transparent to the buyer.
Foam EVA and Plastic Inserts
Inserts are often the most overlooked part of mixed-material paper packaging. Many buyers focus on the outer box because it carries the logo, colour, artwork, and structure. But the insert may be the part that actually holds the product, protects it, controls its position, and creates the unboxing experience. If the insert is made from EVA, foam, PET, plastic blister, paperboard, corrugated board, or moulded pulp, the packaging specification changes significantly.
I would compare insert materials by function before making any judgment. EVA inserts are often used for luxury presentation because they can be cut precisely and hold products firmly. Foam inserts can provide cushioning for fragile products. PET trays can provide a smooth moulded shape and product visibility. Paperboard inserts can work well for lightweight products, cosmetics, accessories, and gift sets. Moulded pulp can protect some products while offering a more paper-based structure. Each option has different performance, appearance, cost, production tolerance, and material implications.
The key point is not to say that one insert is always compliant and another is always unsuitable. Different insert structures create different material and recyclability assessments. A removable paperboard insert is different from a foam insert glued permanently into a rigid box. A moulded pulp tray is different from a PET tray. An EVA insert used to protect a fragile glass bottle may have a stronger function than an oversized decorative insert used only to make a small product look more substantial. Buyers should review the insert by material, function, weight, removability, attachment method, and possible alternatives.
For products such as perfume bottles, candle jars, skincare jars, jewelry, electronics, watches, glassware, and premium gift sets, inserts can be necessary. I would not remove a protective insert just to make a package look simpler on paper. If the product breaks during shipping, the result may be more waste, more returns, more replacement shipments, and worse customer experience. The better approach is to right-size the insert, choose the material intentionally, record the material clearly, and test any alternative before changing the structure.
Before the next order, I would ask the supplier to identify the insert material, insert thickness or density where relevant, insert weight, whether it is glued or removable, how it holds the product, and whether paperboard or moulded pulp alternatives are possible. This does not force the buyer to change immediately. It gives the buyer enough information to make a real decision instead of relying on a vague phrase such as “paper box with insert.”
Paper Bags with Rope Ribbon or Other Handles
Paper bags can also become mixed-material packaging, even though they are often seen as simple paper items. A retail paper bag may include the paper body, rope handle, ribbon handle, twisted paper handle, plastic handle, cotton handle, reinforced top fold, bottom card, adhesive, coating, lamination, eyelets, labels, and decorative finishes. If the buyer only records the bag as “printed paper bag,” the handle and reinforcement system may be missed entirely.
I would begin with the paper body. The buyer should know the paper grade, GSM, bag dimensions, gusset, bottom structure, coating, lamination, and printing method. A plain kraft paper bag, a coated white paper bag, a laminated luxury shopping bag, and a food takeaway bag do not have the same material profile. The main paper material matters, but it does not tell the full story.
Then I would review the handle system. A twisted paper handle is different from a cotton rope handle, polyester ribbon handle, PP rope handle, die-cut handle, or plastic handle. Each option changes the strength, appearance, cost, user experience, and material record of the bag. A luxury ribbon handle may be appropriate for jewelry or cosmetic packaging. A rope handle may work well for boutique retail. A flat paper handle may be better for lighter or more paper-focused packaging. The right choice depends on product weight, brand positioning, carrying distance, and documentation needs.
Reinforcement patches and bottom cards also deserve attention. A paper bag carrying candles, shoes, books, glass bottles, or gift sets may need stronger reinforcement to prevent tearing. But reinforcement should not be invisible in the specification. The buyer should know whether the reinforcement is paperboard, plastic, or another material, how it is attached, and whether it is necessary for the expected load. A bag that is too weak creates product and customer experience problems. A bag that is overbuilt may use unnecessary material. The best bag sits between those two problems.
I would also ask whether eyelets, lamination, coating, or decorative finishing are used. Metal eyelets may strengthen the handle area or create a premium look, but they are additional components. Lamination may improve appearance or durability, but it adds another layer. Foil stamping and spot UV can strengthen brand presentation, but they should be chosen intentionally. A paper bag can remain premium without being uncontrolled. The buyer simply needs to know what each part is made from and why it is there.
What Buyers Should Request from Suppliers for Mixed-Material Packaging
For mixed-material packaging, I would ask suppliers for information that describes the complete structure, not only the main paper material. If the package is a folding carton with a window, the buyer should request the board material, window material, adhesive method, window area, and surface finish. If the package is a laminated carton, the buyer should request the paperboard grade, lamination or coating type, film coverage, finishing specification, and any available material composition details. If the package is a rigid box with magnets, the buyer should request the greyboard thickness, wrapping paper, magnet position, metal plate position, adhesive use, insert material, and unit weight.
For paper boxes with EVA, foam, PET, paperboard, or moulded pulp inserts, I would ask for the insert material, insert weight, attachment method, removability, product-holding function, and possible alternative structures. For paper bags with rope or ribbon handles, I would ask for the paper GSM, handle material, reinforcement material, coating or lamination information, expected load, and attachment method. For corrugated mailers with fillers, I would ask for the board grade, internal size, filler material, label and tape use, product fit, and total packaging weight.
The purpose of these requests is not to make the supplier responsible for the buyer’s full legal obligations. The purpose is to give the buyer the information needed for internal review and future documentation. A supplier should be able to explain what it produces. The buyer should be able to understand what it buys. When both sides work from a clear specification, mixed-material packaging becomes easier to manage.
I would also keep this information connected to the active SKU and artwork version. If the window size changes, the record should change. If the insert material changes, the record should change. If the handle material changes, the record should change. If lamination is removed or added, the record should change. Mixed-material packaging is especially sensitive to small changes because each change can affect material profile, cost, production, appearance, and future review.
How Buyers Should Manage Mixed Materials Before the Next Order
Before confirming the next order, I would treat mixed-material packaging as a priority review area. I would not wait until the package is already produced to ask what the lamination film is, what the window material is, what the insert is made from, or what type of handle is attached to the bag. These questions should be asked during quotation, sampling, and final specification approval. The earlier the buyer asks, the easier it is to compare options without delaying mass production.
For existing packaging, I would first collect missing information rather than redesign everything immediately. If a folding carton has a window, identify the window material, size, and attachment method. If a rigid box has magnets, identify the magnet and metal plate components. If a paper bag has rope handles, identify the handle material and reinforcement structure. If an insert is made from EVA, foam, PET, paperboard, or moulded pulp, record the material, weight, removability, and function. This step alone can make the packaging record much stronger.
For new packaging, I would bring mixed-material questions into the design stage. Before the structure is approved, the buyer can ask whether the window is necessary, whether lamination is needed, whether the magnetic closure has a real function, whether the insert can be simplified, whether a paper-based alternative could work, or whether a different handle system could meet the same performance need. These questions are much easier to answer before dielines, tooling, samples, artwork, and production plans are final.
For me, the main lesson is simple: PPWR does not only matter for plastic packaging. It also matters for paper-based packaging that contains non-paper components. A paper box with five materials is not a simple paper box. It is a complete packaging system. Once buyers understand that, they can request better supplier information, compare design choices more calmly, and prepare for future PPWR review without making rushed or misleading decisions.
Empty Space Rules for E-commerce and Transport Packaging

The 50 Percent Rule Does Not Start in August 2026
When I explain PPWR empty-space rules to e-commerce brands, fulfilment teams, importers, and operations managers, the first thing I want to make clear is the timeline. The 50 percent empty-space rule is important, but it does not start simply because PPWR generally applies from August 2026. I have seen this point misunderstood in many discussions, and that misunderstanding can lead buyers to make rushed packaging changes before they fully understand their products, shipping methods, order combinations, and protection needs.
Article 24 of Regulation (EU) 2025/40 addresses grouped packaging, transport packaging, and e-commerce packaging. It states that by 1 January 2030, or three years from the entry into force of the relevant implementing acts, whichever is later, economic operators who fill grouped packaging, transport packaging, or e-commerce packaging must ensure that the maximum empty-space ratio is 50 percent. This is not the same as saying that every mailer box or shipping carton must meet this exact ratio from 12 August 2026.
For paper packaging buyers, I would treat August 2026 as the preparation point and 2030 as a more concrete operational milestone. August 2026 is when buyers should begin measuring, reviewing, and improving their packaging systems. It is the right time to understand which products are shipped in which boxes, how much void fill is used, which packaging sizes are oversized, which products are fragile, and which shipping cartons are selected only for convenience. It is not the right time to remove protection blindly or force every product into the smallest possible carton without testing.
This matters because e-commerce packaging is often designed around operational convenience. A Shopify brand may use one branded mailer for several SKUs because it is easier to buy, store, and pack. An Amazon seller may choose a standard corrugated box that can fit several product combinations. An importer may use one master carton size for multiple retail units. A distributor may prefer a larger transport carton because it simplifies warehouse handling. These choices may make sense operationally, but PPWR makes it more important to ask whether the packaging volume is still proportionate to the product and whether excessive space can be reduced before future requirements become stricter.
I would also separate the 50 percent rule from the broader idea of packaging minimisation. Even before the specific empty-space ratio becomes fully applicable, oversized packaging can already create problems. It can increase shipping cost, require more filler, reduce pallet efficiency, take more warehouse space, damage customer perception, and create future redesign pressure. So my advice is not to ignore empty space until 2030. My advice is to start measuring now, improve the most obvious oversized formats first, and avoid treating the 50 percent rule as either an immediate panic or a distant problem.
What Counts as Empty Space
One of the most useful details in Article 24 is that empty space is not only the visible air inside a box. The regulation makes clear that space filled by certain filling materials is also considered empty space. It refers to filling materials such as paper cuttings, air cushions, bubble wrap, sponge fillers, foam fillers, wood wool, polystyrene or Styrofoam chips as space that counts as empty space.
This is especially important for e-commerce brands because many teams assume that switching from plastic filler to paper filler solves the issue. I understand why they think this way. Paper cuttings, shredded paper, crinkle paper, tissue paper, honeycomb paper, and paper cushioning can feel more responsible than plastic air pillows or foam. They may also improve the unboxing experience. But for empty-space review, the main question is not only whether the filler is paper or plastic. The main question is whether the package contains unnecessary space that still needs to be filled.
A large branded mailer filled with paper cuttings may look more eco-friendly than a large box filled with plastic bubble wrap, but both may still indicate the same sizing problem. If the product occupies only a small part of the box, the buyer should ask why the remaining volume exists. Is the space needed to protect a fragile item? Is it needed because the product is irregularly shaped? Is it needed because multiple order combinations use the same box? Or is the filler only compensating for a box that was selected too large for the product?
For an operations manager, this changes the way packaging should be reviewed. I would not begin by asking only which filler material is used. I would ask why the filler is needed in the first place. If the filler prevents movement for a glass bottle, candle jar, ceramic product, or electronic device, it may serve a real protective function. If the filler is mainly used to create a luxury unboxing effect or hide a poor product-to-box fit, the packaging deserves closer review. The same material can be reasonable in one context and excessive in another.
This is where packaging development and fulfilment operations need to work together. If the product uses a fitted insert, a shaped paperboard tray, a moulded pulp tray, or a corrugated divider, the outer mailer may need less loose filler. If the product is packed directly into a standard oversized shipping carton, the fulfilment team may need filler to solve a design problem created earlier. In my view, empty-space control should not begin at the packing table. It should begin when the product dimensions, mailer size, shipping carton, insert structure, and common order combinations are still being reviewed.
Why Right-Sizing Matters
Right-sizing matters because future packaging development cannot focus only on the question, “Is the product protected?” Product protection remains essential, but it is no longer the only question. A package can protect the product and still be unnecessarily oversized. A box can look premium and still create avoidable void. A transport carton can be convenient for the warehouse and still waste volume. For e-commerce and transport packaging, buyers need to ask two questions together: does this package protect the product, and is this package larger than it needs to be?
I would start right-sizing with product dimensions. The buyer should know the product length, width, height, weight, shape, fragility, and orientation requirements. A flat cosmetic palette, a round candle jar, a perfume bottle, a jewellery box, a skincare set, a small device, and a multi-product bundle all need different packaging logic. Some products need clearance because they are fragile. Some need an insert because they move easily. Some need a rigid inner box because the sales packaging already protects the product. Some can be shipped in a smaller mailer if the inner retail box is strong enough. Without product-level data, right-sizing becomes guesswork.
The next point is mailer dimensions. Many e-commerce brands use a small number of standard mailer sizes because it simplifies purchasing, warehousing, picking, and packing. That may be efficient, but it can also create oversized shipments for smaller products. I would compare the product size with the mailer’s internal dimensions and ask whether the same product could be protected in a smaller box, flatter mailer, tighter insert, or more suitable carton format. The goal is not to create hundreds of custom sizes. The goal is to avoid the obvious mismatch where a small product is repeatedly shipped in a box designed for a much larger product.
Shipping carton dimensions are just as important for importers, distributors, and wholesale operations. A master carton may be selected based on product factory packing habits, palletisation, container loading, warehouse handling, or retailer requirements. These are real constraints, and I would not ignore them. But the carton should still be reviewed for product quantity, internal arrangement, stacking strength, filler use, and pallet efficiency. A carton that is too large can increase shipping cost and empty space. A carton that is too small or weak can increase damage. Right-sizing is not about forcing the smallest box. It is about finding a structure that is efficient and reliable.
Insert design can also reduce empty space without weakening protection. A well-designed paperboard insert, moulded pulp tray, corrugated divider, or fitted structure can hold the product in place and reduce the need for loose filler. For premium products, the insert can also improve presentation and reduce movement during shipping. However, the insert itself should be reviewed carefully. An oversized insert can create unnecessary volume just like an oversized box. I would review the outer mailer and inner insert together, because the best packaging system is usually created by balancing both.
Void fill should be treated as a signal. If the packing team often needs a large amount of paper filler, air cushions, bubble wrap, foam, or other filler, I would ask whether the filler is solving a protection problem or a sizing problem. If it is solving a protection problem, the buyer may need a better insert, cushioning design, or product stabilisation method. If it is solving a sizing problem, the buyer may need a better box size. This distinction is very important because changing the filler material alone does not fix excessive empty space if the outer package remains too large.
Right-sizing also affects cost and customer perception. A smaller and better-fitted mailer may reduce material cost, dimensional weight, warehouse space, and shipping cost. It may also make the customer feel that the brand is more thoughtful and less wasteful. On the other hand, a box that is too tight and weak can create damage and complaints. The best right-sizing decision protects the product, controls shipping volume, supports fulfilment speed, and avoids unnecessary filler. That is the balance I would want e-commerce buyers to aim for.
Protection Exceptions and Practical Constraints
I would never explain the empty-space rule as “all boxes must be tightly fitted.” That would be too simple and potentially dangerous. Packaging still needs to protect the product, support handling, allow safe packing, carry shipping labels, and survive real logistics conditions. Some products genuinely need clearance, cushioning, separation, or stabilisation. If buyers remove that space without understanding the product and shipping environment, they may create more damage, returns, replacements, and waste.
Irregular products are a good example. A product with a curved body, handle, pump, cap, nozzle, delicate edge, protruding accessory, or uneven profile may not fit safely into a very tight rectangular box. If the outer carton is too close to the product, pressure may concentrate on weak points during compression or impact. In this situation, the package may need controlled clearance, a shaped insert, or a protective structure. I would not judge the package only by whether there is a visible gap. I would ask whether the space serves a real protective purpose and whether the structure can be improved without increasing damage risk.
Fragile products need the same careful thinking. Perfume bottles, candle jars, glass cosmetic containers, ceramic items, small electronics, premium gift sets, and delicate accessories may need inserts, dividers, cushioning, or controlled distance from the outer wall of the box. If a buyer removes that protection only to reduce empty space, the product may arrive broken or the sales packaging may be crushed. Broken products create waste, customer complaints, replacement shipments, and extra cost. In real operations, the smallest package is not always the most responsible package. The most responsible package is the one that protects the product with no more volume than necessary.
Multi-product shipments create another challenge. An e-commerce order may include one product today, two products tomorrow, and a bundle of different shapes next week. A fulfilment team may need packaging that works across several order combinations. If every order requires a perfectly custom carton, packing speed may drop and costs may rise. If one large carton is used for everything, empty space may become excessive. I would review order history, common bundles, product families, and return rates to create a practical range of box sizes instead of relying on one universal package.
Shipping-label space is also a real constraint. E-commerce and transport packaging need enough flat area for shipping labels, tracking barcodes, return labels, customs documents where relevant, warehouse scanning, and sometimes retailer routing labels. A package that is technically small but cannot carry the required labels properly may create operational problems. For practical packaging design, this means placeholder thinking is safer than invented compliance. A designer can leave a clean label zone. A product manager can keep material information ready. A compliance manager can monitor the applicable rules. A supplier can help prepare the dieline and check whether the panel is printable. But the team should not create its own “harmonised” symbol and treat it as final. A placeholder should remain a placeholder until the official format, size, content, placement, and any digital carrier requirements are clear.
This is also important because packaging artwork often stays in circulation for a long time. What Technical Documentation Does PPWR Require

What the Technical Record Should Help Prove

It should help show what the packaging type is, which materials and components are used, what function the package performs, which requirements are relevant, which assessment process has been followed, and which supplier data supports the conclusion. The technical record should first identify the packaging type and intended use. A retail folding carton, luxury rigid box, corrugated e-commerce mailer, transport carton, boutique paper bag, gift set sleeve, paper insert, and shipping label system do not serve the same purpose. A carton for skincare, a rigid box for jewellery, a mailer for Shopify fulfilment, and a paper bag for retail stores may all be paper-based, but each one has different functions, dimensions, components, and risks. A buyer may save “350 GSM C1S paperboard” and believe the material is recorded, but the package may also include lamination, adhesive, foil, spot UV, PET window, label, and tray. If a product is fragile, heavy, irregular, or sold through e-commerce, the packaging may need certain strength, clearance, insert support, or cushioning. The documentation should help explain those choices. A box that is larger than the product may be justified if it supports a necessary insert or protects a fragile item. A stronger paper bag may be justified if it carries a heavy product safely. A rigid box may be justified if it protects a premium fragile set and supports product presentation. The important point is that the reason should be clear.
The technical record should also help show consistency between the sample, specification, artwork, and production batch. I have seen packaging projects where the approved sample used one material, the mass production used a slightly different material, the artwork file had a different version number, and the internal record was never updated. That kind of inconsistency can create confusion later. A stronger file connects the approved structure, final dieline, artwork version, supplier confirmation, material data, production date, and order batch. When the buyer can trace these details, the documentation becomes useful for both compliance and quality control.
For importers, this matters even more because the importer may need to show that the relevant documentation can be made available to market surveillance authorities. PPWR states that importers must keep a copy of the EU Declaration of Conformity and ensure that the Annex VII technical documentation required under or pursuant to Articles 5 to 11 can be made available upon request. This means importers should not rely only on verbal supplier assurances. They need a document process that connects each packaging type with the right supporting information.
EU Declaration of Conformity
The EU Declaration of Conformity is another area where I would be very careful. I would not treat it as the same thing as a supplier casually writing a “PPWR Certificate.” A generic certificate may look official, but it does not automatically replace the EU Declaration of Conformity required under the applicable conformity assessment process. The declaration has a legal function, and it must be connected to the correct packaging type, the correct legal role, the applicable requirements, and the supporting technical documentation.
PPWR states that the manufacturer shall draw up a written declaration of conformity for each packaging type and keep it together with the technical documentation at the disposal of national authorities. The regulation also provides that the EU Declaration of Conformity should have the model structure set out in Annex VIII and be continuously updated. For buyers, the phrase “for each packaging type” is important. A declaration for a simple paperboard folding carton should not be treated as if it automatically covers a magnetic rigid box, a laminated window carton, a paper bag with rope handle, and a corrugated e-commerce mailer.
I would also separate supplier support documents from the EU Declaration of Conformity. A Chinese packaging supplier may provide material specifications, component descriptions, FSC certificate information, test reports, production records, artwork and dieline details, supplier declarations, or other supporting documents. Those documents can be very helpful, but they are not automatically the same as the EU Declaration of Conformity that the relevant manufacturer or responsible economic operator must draw up under PPWR. The supplier can support the file, but the buyer still needs to understand who has the legal role in the EU market.
This is especially important when packaging is designed or manufactured under a brand’s own name or trademark. The legal responsibility may not always match the commercial language used in sourcing. A buyer may call the Chinese factory “the manufacturer” in daily conversation, but PPWR responsibilities depend on the definitions and roles in the regulation. A brand owner, importer, distributor, or supplier may have different obligations depending on how the packaging is placed on the market and who places it there. I would therefore avoid asking only, “Can my supplier give me a PPWR certificate?” A better question is, “Which party must draw up the EU Declaration of Conformity, and what supplier information is needed to support it?”
I would also be cautious with broad one-page declarations that do not describe the actual packaging. If the document says the package is “paper packaging” but the real product is a laminated folding carton with a PET window, the document is too vague. If the declaration covers a “gift box” but the actual packaging includes greyboard, magnets, metal plates, EVA insert, and ribbon pull, the file may not reflect the real structure. If a paper bag declaration does not mention handle material, reinforcement, coating, or lamination, the buyer should ask for clarification. A declaration is only useful when it matches the real packaging version.
For procurement managers, the best way to review a declaration is to check whether it connects to the packaging type, SKU, version, supplier record, technical file, and production batch. Who issued it? Which packaging does it cover? Which requirements were assessed? Which technical documentation supports it? Does it match the exact structure being ordered? Has it been updated after material or design changes? These questions help buyers avoid treating a generic supplier document as a complete solution.
Documentation Retention
Documentation retention is one of the clearest PPWR requirements, and I would make it very visible for compliance managers and importers. Many brands feel comfortable using a corrugated mailer with paper filler because the overall package looks paper-based and more responsible than plastic-based shipping materials. Even when the void fill is paper, it cannot automatically be ignored.
Article 24 of Regulation (EU) 2025/40 states that by 1 January 2030, or three years from the entry into force of the relevant implementing acts, whichever is later, economic operators who fill grouped packaging, transport packaging, or e-commerce packaging must ensure that the maximum empty-space ratio is 50 percent. It also states that space filled by filling materials such as paper cuttings, air cushions, bubble wrap, sponge fillers, foam fillers, wood wool, polystyrene, or Styrofoam chips is considered empty space.
This means a large branded mailer filled with paper cuttings or crinkle paper is not automatically right-sized. If the product occupies only a small part of the mailer and the remaining space is filled mainly for presentation or because the box size is too large, the buyer should review the packaging system. The key question is not only whether the product is protected. The buyer also needs to ask whether the package is unnecessarily oversized for the product, order configuration, or shipping purpose.
If I were reviewing this mailer, I would compare product dimensions, inner mailer dimensions, outer mailer dimensions, filler type, filler volume, product fragility, insert design, shipping route, damage history, and common order combinations. A fragile glass product may need cushioning. A product bundle may need more flexible space. A subscription box may need room for several items and brand materials. But if one small product is repeatedly shipped in the same oversized box with a large amount of paper filler, that is a right-sizing opportunity.
This example also shows why e-commerce packaging should be developed with operations, not only design. A designer may choose a branded mailer for appearance. Procurement may choose one size because it reduces purchasing complexity. Fulfilment may use paper filler because the product moves inside the box. These details matter because a paper bag is a carrying structure, not only a branding surface. Are our SKU variations controlled, or are different packaging configurations being treated as one package?
That is the mindset I would want mature buyers to take into the next order. PPWR preparation does not begin with a broad claim that packaging is recyclable, sustainable, or paper-based. It begins with understanding the real package in front of you, recording it accurately, asking the supplier for the missing data, and deciding which design choices are necessary, which choices need better documentation, and which choices may deserve future improvement.

Why This Review Should Become a Purchasing Framework
At this stage of the article, I would stop treating PPWR as a regulation to explain and start treating it as a purchasing framework to use.
